Siaya Senator and Minority Leader James Orengo has accused civil servants within the Office of the President of working behind the scene to determine who becomes the country’s president in 2022. Orengo blamed the civil servants for the chaotic scenes during the just ended Matungu and Kabuchai by-elections. “On a
