Samia Suluhu Changes Cabinet, Adds New Ministers

Tanzania’s President Samia Suluhu Hassan has unveiled a revamped Cabinet, consisting of 27 ministers and 29 deputy ministers, who will be overseeing 27 different government ministries. Changes were announced at a press conference on November 17, 2025, following a disputed general election and intended to strengthen her government.

The Cabinet comprises a blend of continuity and fresh start, with 17 members kept from the previous administration. The same portfolios are still held by eleven of the ministers, including Foreign Affairs Minister Mahmoud Thabit Kombo, Minerals Minister Anthony Peter Mavunde, and Education Minister Adolf Faustine Mkenda.

The reshuffle also brings in 10 new ministers and several deputies who have been promoted from earlier roles, indicating the arrival of new leadership at the top. New appointments include Joel Arthur Nanauka, who will head the newly formed Youth Development portfolio in the President’s Office, and Riziki Silas Shemdoe, who has been appointed Minister for Regional Administration and Local Government.

Additional new ministers comprise George Boniface Simbachawene at Home Affairs, Leonard Douglas Akwilapo at Lands, Housing and Human Settlements, Ashatu Kachwamba Kijaji at Natural Resources and Tourism, and Angellah Kairuki at Communication and Information Technology.

The Cabinet also involves structural changes. The local government docket has been transferred from the President’s Office to the Prime Minister’s Office, centralising the Prime Minister’s oversight of local governance.

Senior government officials assume their positions.

Key positions also include Ridhiwani Jakaya Kikwete at the President’s Office for Public Service Management and Good Governance, Kitila Alexander Mkumbo at Planning and Investment, Mohamed Omary Mchengerwa at Health, Dorothy Onesphoro Gwajima at Community Development, Gender, Women and Special Groups, and Judith Salvio Kapinga at Industry and Trade.

President Samia ordered her cabinet to maintain their integrity, work hard, and achieve the government’s key objectives. The Cabinet changes are intended to enhance accountability, boost service delivery, and expedite progress on key strategic programmes.

Following a disputed general election on 29 October 2025, opposition parties rejected the results, citing voter intimidation and irregularities. The Cabinet appointments were officially confirmed by the Parliament, with all ministers and deputy ministers set to be sworn in on November 18, 2025, at the State House in Dodoma’s Chamwino district.

President Samia appointed Mwigulu Nchemba as Prime Minister on November 13, 2025, following the disputed general election held on October 29, 2025. Nchemba, aged 50, has held various positions within the Cabinet, encompassing Agriculture, Home Affairs, and Finance. Parliament approved his nomination by a margin of 369 votes in favour.
