Malala Calls for Article 144 Over Ruto’s Leadership

DCP Deputy Party Leader Cleophas Malala has urgently called for the invocation of Article 144 of the Constitution, which permits the removal of President William Ruto on the grounds of mental incapacity.

In an interview with a local media station on Sunday, January 25, 2026, following a teargassing incident at Witima ACK Church in Nyeri, Malala criticized Ruto for his lack of leadership and mismanagement of the nation.

“I sit in my living room and listen to our president, and I often reflect on the hyperbolic expression that suggests a corpse in a house driving itself to the graveyard,” Malala remarked.

He expressed deep concern regarding the government’s operations, asserting that critical decisions are made without adequate planning or respect for established systems.

“We lack effective leadership. Our country is operating on autopilot. It is imperative that we invoke Article 144 of the Constitution, which outlines the process for removing a president due to mental incapacity,” Malala emphasized.

Malala asserted his right as a citizen to voice these concerns, particularly given the current state of governance.

“As a citizen of this country, I have the right to express my beliefs. Just look at how the nation is being managed,” he stated.

He pointed to the education sector as a glaring example of poor governance, noting the delays in releasing capitation funds to schools.

“At this moment, the capitation funds have not been disbursed to schools. The funds that have been released are only enough to cover last year’s pending bills,” Malala explained.

He expressed frustration over Ruto’s directive for students to report to school without fees or uniforms, while schools are struggling financially.

“The president issues a directive one morning that all students should attend school, regardless of their financial situation or uniforms, without considering the pressures faced by school principals from suppliers. Meanwhile, the government has failed to release funds to these institutions,” he added.
