Wandayi Backs Ksh80B Ruto–Sakaja Deal, Ksh4B Set for Nairobi Lighting

Cabinet Secretary for Energy and Petroleum, Opiyo Wandayi, has staunchly supported the Ksh80 billion agreement established between Nairobi Governor Johnson Sakaja and President William Ruto.

During a press briefing on Tuesday, February 24, 2026, Wandayi disclosed that the government has earmarked Ksh4 billion specifically for enhancing street lighting and electrifying informal settlements as part of this initiative.

“Nairobi County, as the capital of Kenya, deserves our focused attention. It is our responsibility as a national government to implement necessary interventions in collaboration with Nairobi County. For the initial phase, we have allocated Ksh4 billion for street lighting and the electrification of informal settlements,” Wandayi emphasized.

This announcement follows the commencement of public hearings by Nairobi Members of the County Assembly (MCAs) regarding the agreement between the national government and City Hall.

Signed on Wednesday, February 18, 2026, the deal aims to facilitate the joint execution of significant infrastructure projects within the capital.

The agreement encompasses crucial sectors such as water, sewerage, roads, housing, transport, street lighting, and waste management.

On Friday, February 20, 2026, the Nairobi County Assembly took a pivotal step by approving the establishment of a 21-member ad hoc committee. This committee will meticulously examine the 13-page document and conduct public hearings across the city over the next 11 days.
