The National Cohesion and Integration Commission (NCIC) has formally summoned Peter Kaluma, the Member of Parliament for Homa Bay Town, to appear before the commission regarding political statements made in Homa Bay County.
In a statement released on Monday, August 17, 2026, the commission requires Kaluma to attend a meeting at Britam Towers, Upper Hill, on Wednesday, August 19, 2026, at 10 AM. This meeting aims to support ongoing investigations into comments attributed to him from August 15, 2026.
The summons, issued under the National Cohesion and Integration Act, identifies Kaluma as the respondent in this matter.
Investigation of Remarks
The commission is actively investigating statements made by the legislator during a political event in Homa Bay.
The summons includes the original remarks in Dholuo, accompanied by an English translation provided by the commission. The translated statement indicates:
“Effective immediately, we declare that anyone advocating for a one-term agreement must be addressed. Anyone who has allied with the opposing side, regardless of their role, must now withdraw. We will inspect all hotels and residences where they have reservations. Hotel owners in Homa Bay must disclose their guests to us; we will take necessary actions against those individuals and potentially the hotels as well. I have funded the transportation required for our movement throughout Homa Bay and Rodi. This region is an ODM stronghold, and we firmly assert that Ruto is to serve two terms. Anyone discussing a one-term arrangement must be addressed.”
The commission clarified that this inquiry aligns with Sections 27, 29, and 63C, as interpreted with Section 63E of the National Cohesion and Integration Act.
Directive for Appearance
The document titled “Summons to Attend” emphasizes that the NCIC was established to foster national unity and harmony while combating negative ethnicity, racism, religious intolerance, and hate speech.
Kaluma is directed to present himself at the commission’s offices on the 17th floor of Britam Towers on the specified date and time. His appearance will aid in the ongoing investigations into the statements attributed to him.
This summons emerges amid heightened political mobilization leading up to the 2027 General Election, with leaders conducting rallies and public engagements across various regions.
Context of the Inquiry
As the MP for Homa Bay Town Constituency and a prominent member of the Orange Democratic Movement, Kaluma’s remarks pertain to political positions regarding a proposed one-term presidency, loyalty, and activities surrounding hotels and residences in Homa Bay.
The NCIC requests that the lawmaker respond to the issues raised as part of its inquiry.
The commission’s mandate encompasses investigating and addressing issues related to hate speech, discrimination, and conduct that could jeopardize peaceful relations among communities.
Kaluma’s upcoming appearance before the commission follows recent political activities in Homa Bay, where competing political factions have held rallies and mobilization events across the county.
The commission’s action places the legislator’s remarks under formal scrutiny, emphasizing the importance of responsible political discourse as parties and leaders intensify their preparations and grassroots mobilization in anticipation of the 2027 elections.
