
Eliud Owalo, the former ICT Cabinet Secretary, credits his entry into national politics to the late former Prime Minister Raila Odinga. Owalo asserts that it was Raila who recognized his potential and provided him with his first significant political opportunity.
During an interview with a local media station on February 2, 2026, Owalo reflected on his political journey, addressing inquiries about his past affiliations with both Raila and President William Ruto, as well as the subsequent fallout with each.
When discussing what his departures from these political figures reveal about him, Owalo confidently described himself as a principled individual who values professionalism in his political engagements.
“I prioritize professionalism. I maintain a very professional relationship with the principals I work with,” Owalo stated assertively.
Transitioning from Consultant to Campaign Manager
Owalo detailed his shift into active politics, which began with a consultancy role within the government. He explained that he was initially engaged to design the strategic plan for the Office of the Prime Minister, a position that ultimately paved the way for Raila’s 2013 presidential campaign.
“For your information, my entry into the political space originated from my consultancy role, where I designed the strategic plan for the Office of the Prime Minister,” Owalo clarified.
He noted that Raila subsequently approached him after recognizing his technical skills and leadership capabilities.
“Following my work, Raila assessed my skills, competencies, and capabilities, and invited me to add value to his presidential campaign by serving as his campaign manager,” he elaborated.
Owalo described this role as his formal initiation into the political arena during the 2012–2013 election period, emphasizing that his relationship with Raila was strictly professional.
Establishing Boundaries
Before accepting the assignment, Owalo insisted on clear conditions, which included direct access to Raila and independence from the influence of inner-circle power brokers.
“Our relationship remained professional. One condition I set was that I would work for him directly, rather than for those surrounding him,” he explained.
He stressed the importance of direct engagement with political leaders to effectively fulfill his responsibilities.
“When I collaborate with any principal, I require direct access to ensure I can effectively execute the functional mandate assigned to me,” he stated.
Owalo reflected on the successful arrangement, expressing gratitude to Raila for the opportunity that catalyzed his national political career, despite their eventual political separation.
“I collaborated very effectively with Raila, and I continue to owe him a significant debt of gratitude for that opportunity,” he concluded.
