
In a significant diplomatic engagement, U.S. Secretary of State Marco Rubio spoke with Democratic Republic of the Congo (DRC) President Félix Tshisekedi to discuss strengthening bilateral ties and addressing the ongoing security crisis in the eastern DRC. The call, described as an introductory conversation, underscored the United States’ commitment to the sovereignty and stability of the DRC amid escalating tensions in the region.
Secretary Rubio strongly condemned the recent assault on Goma by the Rwanda-backed M23 rebel group, which has intensified violence and displacement in the eastern DRC. He reaffirmed the United States’ unwavering support for the territorial integrity and sovereignty of the DRC, emphasizing the need for an immediate cessation of hostilities.
“The United States stands firmly with the Democratic Republic of the Congo in condemning the aggression by the M23 group,” Secretary Rubio stated. “We respect the sovereignty of the DRC and call for an end to all external support for armed groups destabilizing the region.”
The two leaders also discussed the importance of advancing the Luanda Process, a regional peace initiative led by Angolan President João Lourenço. The process aims to de-escalate tensions between the DRC and Rwanda and facilitate dialogue to address the root causes of the conflict. Secretary Marco Rubio and President Tshisekedi agreed on the urgency of restarting talks between the DRC and Rwanda as soon as possible to achieve lasting peace.
President Tshisekedi expressed his appreciation for the United States’ support and reiterated the DRC’s commitment to finding a peaceful resolution to the crisis. “The people of the DRC deserve peace and stability, and we are grateful for the partnership of the United States in advancing this goal,” President Tshisekedi said.
The call comes amid growing international concern over the resurgence of the M23 rebel group, which has been accused of committing widespread human rights abuses and displacing thousands of civilians. The United Nations and regional organizations have called for an immediate ceasefire and the withdrawal of all armed groups from occupied territories.
Secretary Rubio’s engagement with President Tshisekedi signals the Biden administration’s renewed focus on addressing the complex security challenges in the Great Lakes region. The United States has been a key supporter of regional peace initiatives, including the Luanda Process, and has provided humanitarian assistance to those affected by the conflict.
