
Kisumu Governor Anyang’ Nyong’o has called on county executive officials to prioritize accountability, innovation, and measurable results as they sign their performance contracts for the 2025-26 financial year.
Speaking at the signing ceremony for county executive committee members and chief officers, Nyong’o described the exercise as more than a formality, terming it a “binding agreement that translates his administration’s manifesto into concrete outcomes.” He emphasized that the practice has become a cornerstone of the county’s governance culture, binding all officials—regardless of rank—to high standards of discipline, accountability, and results-oriented leadership.
“Signing our performance contracts ensures that the trust residents have placed in us is reciprocated through clear, measurable, and achievable performance targets,” Nyong’o said. He commended the Strategy, Policy and Delivery Directorate for maintaining institutional discipline, which ensures that the exercise is conducted annually in line with the Council of Governors’ Integrated County Performance Management Framework.
Acknowledging that this year’s signing was delayed to the third quarter due to systemic challenges, including budgetary processes and the rollout of the e-Government Procurement system, the governor emphasized that officials’ responsibilities remain unchanged. “I expect each of you to demonstrate innovation, adaptability, and problem-solving capacity in achieving the negotiated targets,” he said.
Nyong’o underscored that all performance targets must align with Kisumu County’s Integrated Development Plan (CIDP), national development priorities outlined in Kenya Vision 2030 and the Second Medium Term Plan, and global commitments to which Kenya is a signatory. He also called for a proper cascading of targets, with clear individual accountability at every level of the organization, and encouraged continuous strengthening of the performance management cycle through capacity building and strategic collaboration with development partners.
The ceremony, attended by the deputy governor, county executive committee members, chief officers, and senior staff, reinforced the county leadership’s commitment to efficient, results-driven public service. Nyong’o concluded by urging all officials to move forward with clarity of purpose, a shared sense of responsibility, and an unwavering focus on delivering tangible results for the people of Kisumu.
