
Nairobi, Kenya — August 16, 2025. The Independent Policing Oversight Authority (IPOA) and the Global Peace Foundation Kenya (GPF-Kenya) convened a high-level meeting to explore areas of collaboration, with discussions pointing toward a potential Memorandum of Understanding (MoU). The engagement, held on August 16, brought together senior IPOA leadership and the GPF-Kenya team led by Country Director, Mr. Daniel Juma.
The IPOA delegation was led by Chairperson Mr. Ahmed Issack Hassan, alongside Chief Executive Officer Mr. Elema Halake, Vice Chairperson Ms. Ann Wanjiku, Commissioners Jackline Lukalo and Nyakomita Ken Williams, and senior officials including Mr. Mbogya, Mr. John Muchiri, Mr. Job Mugire, and Mr. Michael Aswani.
Building Synergies for Accountability and Peace
Both IPOA and GPF-Kenya underscored the importance of building accountability, strengthening community trust in the police, and promoting governance reforms through values-based leadership. Discussions highlighted the need for:
1. Resource Mobilization: Joint fundraising and partnership building to support IPOA’s strategic objectives.
2. Capacity Building: Training programs, workshops, and technical knowledge exchange between the two institutions.
3. Community Outreach: Expanding civilian oversight awareness and public engagement initiatives.
4. Research and Policy Engagement: Joint studies, policy dialogues, and sharing of best practices in policing oversight and peacebuilding.
5. Recognition Programs: Reviving award schemes to honor professional and ethical police service as a way of motivating officers and building public confidence.
Shared Vision for Peace and Justice
Speaking during the meeting, Mr. Halake emphasized IPOA’s commitment to strengthening public trust and enhancing the efficiency and accountability of the police service. He noted that partnerships with organizations like GPF-Kenya would help expand the authority’s reach and impact in promoting justice, governance, and citizen engagement.
GPF Kenya’s Country Director & Africa Regional Representative, Mr. Daniel Juma, reiterated the Foundation’s long-standing commitment to advancing peace and social cohesion in Kenya and across Africa. He highlighted the organization’s experience in values-based education, interfaith collaboration, youth engagement, and police-community dialogues. “Collaboration with IPOA presents a unique opportunity to jointly advance accountability, build public trust, and prepare the next generation for responsible leadership,” he stated.
Next Steps:
The meeting concluded with an agreement to establish a joint technical committee that will define specific activities, timelines, and a framework for collaboration. The proposed partnership is expected to be formalized through an MoU in the coming weeks, paving the way for impactful programs that will enhance police accountability, citizen confidence, and social cohesion in Kenya.
