Senators Lecture Governor Oparanya over Circular to Shutdown Counties

The Senate was this afternoon united in telling off Kakamega Governor Wycliffe Ambetsa Oparanya who is also the Chairman of the Council of Governors following his circular to Counties shut down counties from tomorrow 17th September 2020.

In a statement released earlier today, the Chairman of Council of Governors H.E. Wyclife Oparanya, announced the impending shutdown of counties tomorrow. ” Due to the ongoing stalemate in the Senate on funds flow County Governments have no choice but to proceed to shutdown and suspend all non-essential services”. Said Oparanya. He directed that County Governments:

  1. County Health services will not permit any inpatient admissions. They will only provide minimal outpatient services

2. All non-essential services are hereby suspended and County employees are advised to proceed on leave for two weeks.

The Senators castigated the Governor and told him that the Council of Governors which he Chairs has no locus standi to direct counties to shut operations and warned that Counties who close down hospitals will be summoned and censored. They directed Governor Oparanya to denounce his statement and to apologize to Kenyans.

President Uhuru Kenyatta and Opposition leader met the Senate leadership and the Council of Governor yesterday at Statehouse in a bid to put to an end the Revenue sharing standoff. The President promised to increase the County allocation by 50 billion Kenya shillings if the Senators pass the proposed formula.
